We are looking for motivated, friendly individuals with an eye for detail to join our team as a Park Maintenance Worker. This unique role focuses on maintaining Hayward’s historic Japanese Garden, which involves caring for over 4,500 trees, shrubs, koi ponds, and pathways, ensuring they meet Japanese horticultural standards.
Proficiency in Japanese gardening techniques is key, as this position requires not only horticultural expertise but also a strong sense of aesthetics. You will be responsible for performing traditional pruning and shaping practices, ensuring that the garden’s trees and shrubs adhere to the established Japanese garden aesthetic. Additionally, you’ll construct and maintain bamboo fences, stone pathways, and other garden structures that reflect the garden’s design principles.
A background or active interest in the arts is highly encouraged, as Japanese gardening integrates artistic design principles with nature. You will need an appreciation for ecology, botany, stones, and other natural phenomena, along with the ability to study, understand, and implement thoughtful design concepts. A passion for Japanese culture, past and present, as well as contemporary concepts in managing historical sites, is highly valued.

- 40-hour per week with additional overtime opportunities
- Typical Work hours are between 7:00am – 3:30pm, Monday – Friday with flexibility. Weekends and off-hours may be needed based on business needs.

Under general supervision, to care for grounds or park areas, and to do related work as required.
DISTINGUISHING FEATURES
Park Maintenance Workers generally work in park areas, keeping playgrounds, ball fields, and other grounds open to public use. The area for which this class is responsible has active use by the public. Park Maintenance Workers are also responsible for minor utility maintenance. This class differs from the class of Park Caretaker Foreman as the latter has supervisory responsibility for a crew of Park Maintenance Workers and related grounds personnel. This position may supervise S.W.A.P (Sheriff’s Work Alternative Program) workers and Community Service workers.
EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Cuts grass with hand or small power mower and weeds grounds; waters lawns, sweeps paths and tennis courts, rakes leaves, and removes refuse; helps plant and trim trees and shrubs. Responsible for turf management, including but not limited to, mowing turf areas; edge and blow; aeration, fertilization, reseeding, sodding and re-sodding.
- Rakes and cleans picnic sites.
- Inspects and does minor maintenance and painting of playground equipment.
- Cleans and disinfects outdoor restrooms and keeps them supplied.
- Submits work orders, park inspection sheets, incident/accident forms and graffiti reports electronically and/or in writing.
- Responsible for weed abatement, including but not limited to, applying IPM (integrated pest management) techniques using biological, mechanical or chemical methods; spraying both pre-emergents and post-emergents (a qualified applicators’ certificate is desirable and maintaining fire breaks where needed); use proper safety precautions when handling and/or mixing chemicals for use in and around park areas and facilities, wearing proper PPE; practice proper application techniques with appropriate equipment, i.e., spray tanks and backpacks, 50-gallon and 100-gallon spray tanks, adjust pressure for proper application. Filling out required paperwork associated with the District’s IPM Policy.
- Enforces park rules and regulations.
- Responsible for irrigation management, including but not limited to, troubleshooting and investigating system failures and inadequacies; reading irrigation plans, mapping out and locating systems within parks; repairing/replacing sprinkler nozzles, heads, risers and swing joints.
- Responsible for tree trimming, including but not limited to, operating chainsaws, power pole pruners, lopper pruners, pole pruners and pole saws, hand pruners, maintaining and sharpening to proper operating condition; using proper and safe operating procedures to run chipper.
- Train hourly, part-time workers and court referrals in “best landscape practices” and personal/public safety.
- May perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Education:
- High school diploma or certificate of equivalency (GED)
AND
Experience:
- The equivalent of one (1) year of full-time experience in the grounds maintenance field.
OR
- A combination of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed).
License:
- Valid California Class C (or above) Motor Vehicle Operator’s license and a good driving record.
KNOWLEDGE AND ABILITIES

Knowledge of:
- The routine care of lawns, plants, flowers, trees and shrubs.
- Tools and equipment used in gardening, and utility maintenance work.
- Programming and adjusting of irrigation clocks.
- Proper weed abatement techniques and proper safety precautions for handling chemicals.

Working Conditions, ADA and Other Requirements
The duties of this classification require the ability to work outdoors under various climatic and geographic conditions; to work in an environment with exposure to dust, allergens, chemicals, solvents, fumes, smoke, gases, grease, and oil; to work around moving vehicles and equipment; and, to work on equipment with moving parts.
The essential duties require: the repetitive use of feet and hands to operate equipment and tools; the ability to lift and carry tools and equipment weighing up to 50 pounds; frequent handling of dirt, debris, soil, and litter; verbal exchange of ideas and information; hearing in order to receive verbal information and instruction; seeing with a good field of vision sufficient to operate equipment safely; the ability to climb, stoop, kneel, crouch, reach, stand, and walk; and, finger dexterity and hand strength to operate and grasp tools and equipment.
