Position Summary:
Serve as the primary point of contact to Yokota AFB to ensure the operations related to the Combined Heat & Power (CHP) and Electrical Distribution mechanical equipment performs according to design specification. Lead and manage the Long Term Service Agreement (LTSA) contractors to ensure preventive maintenance program is fully executed on all equipment and work directly with Yokota AFB Customer Service Unit, HVAC / Electrical / Plumbing shops to discover root cause issues and determine how to get the issue resolved.

Responsibility: Mechanical background (HVAC) and Building Automation System skills and competences to collaborate with a combination of onsite Schneider Electric Energy Manager and Government entities.
Position Responsibilities:
- Complete understanding of the operation of customer mechanical equipment and operators associated with Combined Heat & Power (CHP) Plant
- Execute defined measurement and verification (M&V) strategies
- Collect performance data from CHP Plant and Boiler Plant
- Manage Warranty of mechanical equipment
- Manage inventory levels and response times for issue resolution
- Ensure periodic inspections are performed by the Government and other responsible parties for all mechanical equipment
- Proactively work with Subcontractor to ensure optimal performance of mechanical equipment
- Periodically evaluate performance of systems for improvement opportunities
- Perform custom data analysis for a variety of time-series sets of data, including interval utility data, plant automation system trend data, and other logged data series
- Lead, manage, complete and delegate tasks specific to the client
- Manage flow of information between client, Long Term Service Agreement provider (LTSA) and Client Services group and ensure effective communication of client goals, objectives, and schedules. Ability to understand the clients CMMS (computerized maintenance management system) “TRIRIGA”.
- Ability to learn and effectively use Schneider Electric’s proprietary databases designed to assist in managing the client’s energy program
- Diagnose and troubleshoot mechanical issues with LTSA
- Troubleshoot and verify correct operation of equipment and field devices
- Facilitate warranty repair and or replacement activities associated with project’s Combined Heat & Power (CHP), and Electrical Distribution SCADA/Protection.
- Participate in project reviews to determine the impact of any future facility/utility system maintenance, repair, or renovations might have on an ECM at the facility. This will include review of project plans and specifications, attendance at project design review meetings, etc.
Qualifications
Essential skills and qualifications:
- 5 years’ experience in energy service industry with direct customer – interface experience either in sales or client relationship, or equivalent experience (Mechanical/HVAC & Building Automation Systems)
- Bilingual in English & Japanese preferred, English reading and writing proficiency is a must
- Existing knowledge of the energy industry and a proven track record of generating or leading energy related opportunities for an end user
- Mechanical plant experience with understanding of operator knowledge, drawing package understanding, sequence understandings, operational intent, and troubleshooting.
- Knowledge of Boilers, HVAC, Pumping Systems, and Motor control operation
- Proficient computer experience in Microsoft Office Products particularly Word, Excel, and PowerPoint
- Excellent analytical skills and attention to detail
- Excellent communication skills both verbal and written
- Proven track record of providing excellent customer service internally and externally
- Effective working in team environment
- Individual must be able to obtain contractor status (DBIDS) at Yokota Air Force Base, Japan
- Ability to obtain CAC for accessing COINE Network is necessary
- Excellent analytical skills and attention to detail
- Excellent communication skills both verbal and written
- Proven track record of providing excellent customer service internally and externally

Site Specific Information and Responsibilities:
- Yokota Air Force Base – Fussa, Tokyo 197-8503 Japan
- Providing direct assistance to the SE Energy Manager to ensure all contractual needs and obligations of the ESPC Contract are fulfilled
- Reviewing and troubleshooting EMCS issues
- Coordinating with shops to initiate issue resolution
- Coordinate and schedule periodic planned services/maintenances/service interruptions with Yokota AFB and sub-contractors
- Provide quarterly reports to Yokota Air Force Base, SE OMR&R Manager and SE M&V Manager and explain/discuss issues or unresolved services to Yokota AFB and Performance Assurance after services are provided. Performance Assurance will include these reports in the annual M&V report to Yokota AFB
- Provide monthly data retrieval from metered data on utility usage at specific buildings
- Requirement to be on base Monday – Friday every week with exceptions during Holidays and Vacation
- 45-50 hour work week to be expected with periodic phone support needed
- US calendar schedule that Yokota Air Force Base follows in accordance to Japanese labor laws
