JOB TITLE: Supervisory Recreation Specialist
BUSINESS TITLE: Assistant Athletics Director

INTRODUCTION:
This position is located within the Marine Corps Community Services Division (MCCS), Semper Fit Branch, Athletics Section. The primary purpose of the position is to serve as the Assistant Athletic Director of a multi-mission fitness, recreation, sports and retail program aboard a Marine Corps installation. The program serves a diverse population of active duty, reserve, and retired military, their family members, civilians, and other authorized customers to include the local national community in and around the installation.

DUTIES AND RESPONSIBILITIES:
Assists in conducting a diversified fitness, recreation, sports and retail program and supervises a diverse workforce of multinational demographics (GS, NAF, MLC, IHA, Contracted Labor and Volunteers) as a regular and recurring part of the assignment. Responsibilities include but are not limited to assisting in the supervisory oversight of athletic and fitness operations, equipment, recreational fields/courts (softball fields, tennis courts, football field, soccer field, skate park, roller rink, track, racquetball courts, indoor/outdoor basketball/volleyball courts, and horseshoe pits) and other ancillary properties (picnic areas, pavilions, bike shelters, playground equipment and outdoor restrooms); government vehicles; a comprehensive sports program which features annual strategic and community relation events (COMREL); a retail program that has an inventory of supplements, vitamins, sports drinks, apparel and water; outdoor recreation programs which may include but not limited to outdoor recreation rental and supporting special/strategic events.

Interprets and implements operational program goals and objectives as relayed by the Athletic Director to the subordinate workforce and assists in the organization and accomplishment of assignments. Identifies and solves operational and personnel related problems. Delegates assignments and deadlines to subordinates based on the Athletic Director’s instructions. Trains or arranges for the training in areas of First Aid/CPR/AED, fire safety, physical security, customer relations, cash management, physical fitness, equal opportunity, sexual harassment policies, hazardous materials, government driver’s license, mandatory annual training, field and grounds recreation, and other developmental instruction as needed.

Reviews and approves schedules for employees to ensure adequate coverage of facilities in accordance with established staffing criteria. Approves various types of leave in the absence of the Athletic Director. Assists the Athletic Director in assessing and resolving attendance, performance and/or conduct issues of subordinates. Resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the Athletic Director. Reports and briefs the Athletic Director on team and individual work accomplishments, program issues, and progress in work assignments. Assists in supervising the workforce in identifying its strengths and weaknesses, and assists in providing supervision and guidance to the workforce in exploring alternatives and determining what solutions to implement.

Informs subordinates of available employee benefits, services and work related activities. Submits nominations and/or personnel action requests to the Athletic Director for individual and/or team awards, recognition, reassignment, and promotion. Evaluates performance, conducts appraisals on subordinates and submits the evaluations to the Athletic Director for approval.

Major Duties

Assists in identifying and providing input requirements for annual APF and NAF budgets to include the expenditures required to conduct fitness, recreational and sports programs (Categories A and B) and resale operations (Category C) with supporting data for inclusion in overall program formulations. Ensure sufficient equipment (according to Marine Corps standards) and supplies are available to provide a comprehensive program. Prepares and submits to Athletic Director purchase order requests for supplies and equipment to support program operations.

Participates in weekly facility inspections, monthly program inspections, quarterly Community Services Coordinator Inspections (CSC), and yearly Manpower and Reserve Inspections (MR) and various other command level safety/financial inspections. Prepares necessary documents to correct discrepancies in the aforementioned inspections.

Assists in carrying out programs and activities (sports, physical fitness and recreational program which includes group exercise classes, self-directed fitness and sports programs, incentive programs, special events, intramural, extramural, and varsity sports, instructional programs, professional instruction, outdoor recreation rental activities and resale activities that support sports, fitness and recreational programs) most appropriate to the interests of the population served.

Oversees the reservation and use of athletic fields, playing areas, and picnic grounds to include but not limited to fitness, recreation and sports programs from local to regional events. Per direction of Athletic Director coordinates and implements joint programs with Youth Sports, the Health and Wellness Section, Single Marine Program (SMP), and other activities. Assures the proper set up of required equipment for MCCS recreational and athletic events.

Promotes EEO policies and procedures contained in local regulations, Marine Corps Orders and other appropriate sources and communicates contents of same to subordinates. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with ‘Return To Work¿ program initiatives, and following up on employee well being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned.

Qualifications

BASIC REQUIREMENTS:

  • 4-year course of study leading to a bachelor’s degree from an accredited college or university in the field of general recreation, or one of the appropriate fields of recreation such as outdoor recreation, physical education, OR a minimum of one year of progressively more responsible and specialized work, equivalent to GS-05 (NF-03), in planning, organizing, and administering an athletic program consisting of fitness, recreational and sports programming, OR a combination of education and experience that can demonstrate the ability to perform the duties of the position.
  • Must have or be able to obtain CPR/First Aid/AED certification.
  • A valid Government Owned Vehicle (GOV) operator’s permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing may result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire.
  • QUALIFICATION REQUIREMENTS:

  • Knowledge and experience to supervise and manage personnel in a diverse workforce which consists of GS, NAF, MLC, IHA, Contracted Labor, recommending personnel actions (i.e., recruitment, awards, disciplinary, etc.), determining training needs, conducting performance review for appropriated fund, non-appropriated fund and Japanese employees. Ability to serve as a mentor for recreation staff.
  • Knowledge of fitness center, recreational and athletic operations, processes and procedures and recreational safety concepts and procedures.
  • Ability to work with others within a broad range of environmental and physical conditions.
  • Knowledge of practical business management, property control, cash handling and inventory management.
  • Must be able to obtain and maintain a health card.
