Job Summary

As the Economic Development Coordinator, you’ll work under the guidance of the Public Private Partnership Manager to support diverse and thriving business and arts districts. You will also foster partnerships with the private sector to advance city initiatives that benefit our community.

Essential Duties and Responsibilities

Business District Planning and Development

Lead the growth and revitalization of business districts, enhancing their economic vibrancy and community appeal.

Responsibilities include:

  • Developing strategies to support and grow business districts in alignment with city goals.
  • Supporting business associations and fostering stakeholder engagement in districts like Crossroads and Factoria.
  • Partnering with the Arts Manager to promote the BelRed Arts District.
  • Administering grant contracts and designing programs to attract businesses and increase foot traffic.
  • Collaborating with organizations to enhance district capacity and foster partnerships.

Corporate Partnership Program

Build and grow strategic partnerships with corporations, businesses, and community stakeholders to support city projects and initiatives.

Responsibilities include:

  • Identifying and cultivating corporate partnerships aligned with city priorities.
  • Developing strategies that benefit both the city and partners, focusing on areas like economic development, sustainability, and public infrastructure.
  • Coordinating with city departments to create a yearly partnership catalog and outcomes report.
  • Promoting partnerships through communications, press releases, and events.
  • Establishing a framework for partnership best practices and monitoring program success.

Supporting Functions and Roles

Contribute to broader city initiatives and policies while managing consulting contracts and emerging priorities.

Responsibilities include:

  • Overseeing project and administrative budgets.
  • Managing contracts and ensuring timely delivery of services.
  • Collaborating with partners to address small business and district needs through actionable policies.
  • Delivering public presentations and creating communication materials.
  • Leading project management efforts to ensure successful outcomes.

Qualifications

Education and Experience:

  • Bachelor’s degree in Marketing, Public Administration, Urban Planning, Business Administration, Economics, or related field.
  • Three to five years of professional experience in economic development, business district management, urban planning, corporate partnerships, or similar fields.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Skills and Competencies:

  • Stakeholder Engagement: Strong interpersonal skills and experience working with diverse stakeholders.
  • Project and Partnership Management: Proven ability to manage multiple projects and partnerships simultaneously.
  • Communication: Excellent written and verbal communication skills with strong negotiation abilities.
  • Business District Development: Experience in urban revitalization and economic development programs.
  • Technical Skills: Familiarity with data analysis, and grant writing; proficiency in Office, Teams, Salesforce, and other digital tools.
  • Language Skills: Fluency in Japanese, Mandarin, Russian, or Spanish is a plus.

Supplemental Information

Flexible/Hybrid Working:
A hybrid work schedule is available for this position after an orientation period working in the office after hire. Remote work for this position is subject to department’s operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).

The following summary applies to fully benefited positions:
Medical
Employees are offered a choice of medical coverage through the City’s self-insured Preferred Provider Organization (PPO) plan or Kaiser Permanente (HMO).
Dental
Employees are offered a choice of two dental carriers with plans that offer regular checkups, x-rays, fillings, and crowns. Orthodontia is available through one of the carriers.
Vision
Employees are offered a choice of vision coverage through an annual exam-only plan or a buy-up plan which includes an annual eye exam and hardware coverage.

Retirement Plans – Employees are offered three retirement plans:

  • Washington State Department of Retirement Systems (DRS): Mandatory participation (PERS, LEOFF or PSERS), depending upon eligibility.
  • City of Bellevue Municipal Employee’s Benefit Trust (MEBT): Optional participation in this 401(k) retirement savings plan with employer match contributions that vest on a 3-year schedule.

Paydays – The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
