Job Description
Job Summary:
The Payload Planning Manager (PPM) builds and updates payload timelines for the International Space Station. Assignments tend to be of moderate complexity, diversification or expense. Receives assignments in the form of objectives with goals and process to meet goals outlined. Normally receives instructions on routine work, detailed instructions on new projects or assignments.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
- Builds payload planning products for an increment including the On-orbit Operations Summary (OOS), Planning Groundrules and Constraints (Gr&C), the Weekly Look-ahead Plan (WLP), and the Short-Term Plan (STP).
- Receives planning models from the Payload Activity Requirements Coordinator (PARC) and utilizes them to build a high-level NASA payload OOS for the entire six-month increment.
- Collaborates with their NASA JSC, European Space Agency (ESA) and Japanese Aerospace Exploration Agency (JAXA) planning counterparts to build the integrated United States Operating Segment (USOS) OOS.
- Develops the NASA payload portion of the Gr&C document and integrates this with payload Gr&C inputs from ESA and JAXA to produce the USOS Payload Gr&C input.
- Supports the PPM console, producing the detailed USOS Payload Weekly Look-Ahead Plan (WLP) for each week of the increment and then refining it during daily Short-Term Plan (STP) development.
- Requires expertise in the Operations Planning Timeline Integration System (OPTIMIS) software suite (part of nominal training).
- Utilizes Microsoft Excel and Power Point extensively to build planning products.
- Uses Configuration Management software to review and implement change requests for impacts to increment planning products.
- Requires a basic understanding of ISS resources such as power, data, and video, and must also possess logic skills to assemble a payload plan that meets all science requirements and planning constraints and to quickly rework the plan in response to anomalies and changing requirements.

Education and/or Experience
Bachelor’s degree (B.S. or B.A.) from four-year college or university in a related field and 0-2 years’ experience; or equivalent combination of education and experience.
Language Skills
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to write speeches and articles for publication that conform to prescribed style and format.

Mathematical Skills
- Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.

To perform this job successfully, an individual should have the ability to use computers and computer systems (including hardware and software) to program, write software, set up functions, enter data or process information.
Other Essential Duties
- Follows all import/export requirements, consulting with facility import/export personnel as required.
Other Skills and Abilities
- Basic Knowledge of ISO and/or AS9100
- Working knowledge of Lean Manufacturing/6 Sigma/Kaizen
- Knowledge of specific software (design, analysis, ERP…)
Other Qualifications
- US Citizenship with ability to attain/maintain government security clearance.
