The Pest Program conducts surveys, diagnostics and control activities for pests and diseases of important agricultural commodities throughout Washington State. Pest Program employees conduct surveys for northern giant hornet, Japanese beetle, spongy moth, apple maggot, Phytophthora ramorum, Spartina and other invasive insect pests, diseases, and noxious weeds. Some employees work in the Plant Pest and Molecular Diagnostics Lab, or the Entomology labs in Olympia or Yakima to provide diagnostics of survey samples. Others assist with control and eradication efforts for northern, giant hornet, Japanese beetle, spongy moth, invasive snails, Spartina and knotweed. Regardless of the threat, Pest Program employees use cutting edge technology, scientific processes, and teamwork to protect some of Washington’s most valuable agricultural crops.
The Pest Biologist 2 works in the Plant Pathology and Molecular Diagnostics Laboratory (PPMDL) assists in pest detection field survey work in addition to independently performing a wide variety of complex bacterial and fungal diagnostic work using culture/morphological, biochemical assays, molecular and serological techniques. The activities performed by this position are used by management and policy personnel to forecast invasive species threats and resolve quarantine and trade phytosanitary issues. Testing performed by the laboratory may be regulatory in nature by detecting quarantine or other agricultural pests or the results may be used to facilitate commerce in the form of a phytosanitary certificate.

This is a supervisory position that leads laboratory staff in performing laboratory operations and serves as the supervisor to pest and disease survey crews. This position trains staff and conducts sampling for the Pesticide Data Program (PDP) a national pesticide residue monitoring program within the USDA-AMS. The PDP Produces the most comprehensive pesticide residue database in the U.S. and administers activities that include sampling, testing, and reporting of pesticide residues on agricultural commodities in the U.S. food supply, with an emphasis on those commodities highly consumed by infants and children.

The Pest Biologist 2 position is located in Tumwater, WA and is represented by the Washington Federation of State Employees.
Duties

Include, but not limited to:

Diagnostic Testing

  • Enter sample test results to facilitate the issuance of phytosanitary certificates.
  • Separate specimens by test and determine/implement safe handling, storage, utilizing sterile technique on diagnostic samples.
  • Provide training to field and laboratory staff on established protocols and lab methods to create reproducible laboratory results.
  • Performs laboratory calculations such as the unit conversions, molarity calculations, serial dilutions, and changes in concentrations.
  • Extract DNA and RNA using commercial kits, modified commercial kits, CTAB, Proteinase K, Chelex and Phenol/Chloroform methods in accordance with work instructions.
  • Conduct laboratory investigations and experiments by performing established isolations, culture/morphological, biochemical assays, molecular and serological techniques to detect pests/pathogens of concern.
  • Supervise employees who conduct laboratory investigations and experiments by performing established isolations, culture/morphological, biochemical assays, molecular, and serological techniques to look for suspected pathogens/pests.
  • Oversee preparation of standard reagents /artificial/culture media and conduct quality control tests on various lab processes, including calculating necessary computations, using an analytical balance, and adjusting pH if necessary.

Direct and support field operations related to detection of invasive species

  • Direct field activities associated with statewide survey projects.
  • Analyze collected data associated with survey sampling.
  • Monitor collection sites while utilizing various applications and data collection devices.
  • Supervise employees who conduct surveys for invasive pests with potential regulatory implications.
  • Organize personnel, equipment, and supplies for field survey season.
  • Maintain necessary organization of field supplies and sample collection databases.
  • Assist meeting project reporting requirements including the completion of reviews of regulatory requirements for program compliance with state and federal quarantines.

Training

  • Train lab and field staff in sample preparation, media preparation, primary screening tests, all processes related to molecular and traditional taxonomic diagnostic tests.
  • Develop lab/field related training aids and update standard operating procedures and laboratory work instructions as requested.
  • Recruit field personnel and convene interview panels for the selection and hiring of non-permanent field positions.
  • Train staff on the use of computer terminal to create and maintain laboratory databases, process analyzed data, maintain sample records, view technical references, enter diagnostic results, and order/maintain equipment supply inventories under the guidance of the Laboratory Manager.
  • Train staff to recognize potentially hazardous materials, equipment, and situations and how to proceed safely in order to minimize risk of injury to self and coworkers; include the use of personal protective equipment (PPE) and following best laboratory practices.
  • Train staff to maintain a clean laboratory and aseptic transfer room including service/maintain equipment regularly.

Serve as Pesticide Data Program Sampling Manager

  • Serve as primary contact for Pesticide Data Program (PDP) and work with other government agencies, industry, and the public by participating in meetings discussing management priorities, project development.
  • Oversee the scheduling of statewide field operations that span multiple WSDA divisions.
  • Coordinate with other state and federal labs to maintain compliance with the federal PDP program which enables the U.S. Environmental Protection Agency to assess dietary exposure to pesticides.
  • Supervise staff in PDP sample collection.
  • Conduct annual drive longs with PDP samplers to provide training and review of procedures.
  • Conduct PDP sample collection.

Qualifications

  • A Bachelor’s degree involving major study in a biological science or closely allied field.
  • Two (2) years of experience in detection, survey, control or eradication of pest or invasive species
  • Two (2) years of experience in field plant pathology and a biological science laboratory performing ELISA, DNA isolation techniques and polymerase chain reaction.
  • One (1) year of supervisory experience.

OR

  • A Master’s degree in a biological science or closely allied field.
  • Two (2) years of experience in field plant pathology and a biological science laboratory performing ELISA, DNA isolation techniques and polymerase chain reaction.
  • One (1) year of supervisory experience.

OR

  • Two (2) years of experience as a Pest Biologist 1.

Special Requirements:

  • Valid driver’s license necessary to operate a motor vehicle while conducting agency business.
  • Ability to Pass USDA PPDCP lab proficiency panels in ELISA, DNA extraction and polymerase chain reaction within 6 months of employment.

Preferred/Desired:

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
