Job Description
Engineering Project Manager
Must be a United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).
Support projects as part of our company’s on-site engineering team to assist across a wide variety of military facility requirements at Yokota Air Base, Japan. The position will assist with validating and clarifying facility and infrastructure requirements and assist with contract formation in the project planning and programming phase. The employee will manage assigned projects by reviewing and validating specifications, designs, and submittals throughout the design phase and will track project schedules in execution. The position will support repair, construction, renovation, and improvement projects. Preferred experience is in the mechanical arena to assist with focused HVAC projects, but open to other disciplines due to multi-disciplinary renovation projects overseen as well such as facility renovation efforts.
Compensation & Benefits:
Estimated Starting Salary Range for Engineering Project Manager:
$112,000-$117,000
Housing allowance to be included upon approval.

Engineering Project Manager Responsibilities Include:
- Provides technical expertise and support in the identification, planning, development, design, preparation, scheduling, management, and closeout of associated projects.
- Assists with contract formation and ensures projects meet all local and Air Force construction requirements; oversees the status of each phase of the project lifecycle and provides written reports to multiple clients.
- Supports the development of programming documents, project plans, cost estimates, and other components of the acquisition package for government approval and submission when required.
- Performs all required enterprise business system data entry for assigned projects in AF Enterprise Business Systems.
- Ensures contract compliance to applicable codes, regulations, and industry standards for design & construction. Ensures compliance with applicable US, Japanese, and Air Force regulations.
- Oversees the development, evaluation or review of plans and criteria for a variety of activities; assesses the feasibility of proposed plans, projects, and equipment.
- Manages technical reviews of multiple design & construction projects.
- Ensures construction contractor compliance with approved plans and specification for various construction contracts, which may be for the construction or buildings and associated utility distribution systems.
- Coordinates with construction contractor representatives concerning work scheduling, interpretation of plans and specifications, selection of work methods, and acceptability of materials and workmanship to ensure compliance with contract requirements.
- Investigates and reports on controversial situations which have either led to formal claims or are expected to lead to such claims by the construction contractor.
- Monitors and evaluates construction contract progress schedules noting work progress, delays, or other problems that could interfere with construction, review construction contractor’s cost breakdowns, progress measurement data, reports of material and equipment used, and field inspection and survey reports to compute periodic payments and recommend approval/disapproval of contractor submittals and progress schedules.
- Prepares various documents, reports, and correspondence and maintain daily logs and safety reports addressing the progress of construction and the administration of the contract in coordination with construction inspector.
- Provides project updates as required by client.
- Ensures inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems are followed.
- Interfaces with other technical staff within an internal team, higher headquarters staff, base civil engineering staff, installation stakeholders, government contracting staff, and construction contractors.
- Updates NEXGEN IT with relevant project data using current AF Business Rules.
- Processes submittals and ensures RFIs are reviewed with responses provided within required timeframes.
- Works with construction inspector to prepare DD Form 1354, Transfer and Acceptance of Military Real Property in NEXGEN IT no later than 10 days after project acceptance.
- Prepares and reviews statements of work, cost estimates, submittals, and requests for information.
- Assists with monthly tracking of associated project funding, expenditures, balances, and overall funding status along with projecting burn rates through appropriate periods of performance.
- Understands, articulates, and implements best practices related to government construction management, budget, and acquisitions.
- Performs other job-related duties as assigned.
Construction Engineering Project Manager Experience, Education, Skills, Abilities requested:
- Bachelors Degree in any Engineering discipline or Construction Management is desired with minimum of 5 years of design and construction experience within the last 10 years with a focus on engineering project management. If no degree, 10-15 years of design and construction management experience desired with a preference for experience with high-interest, high-visibility DoD projects.
- Experienced with Architectural & Engineering (A&E) companies and contracts desired.
- Knowledge of DoD design and construction policies and procedures.
- Knowledge of construction techniques in various fields such as civil, mechanical, electrical, architectural, plumbing
- Knowledge of safety practices in the construction industry.
- Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements.
- Ability to closely coordinate contract administration with internal and external stakeholders.
- Ability to travel locally.
- Working knowledge of Japanese codes is preferred.
- Foreign (Japanese) work experience is a plus.
- Familiar with and ability to adhere to all instructions outlined in the 32 series Civil Engineer AFIs, Unified Facilities Criteria, and applicable building codes.
- Possesses a deep understanding of construction methods, materials, and safety practices.
- Skilled in utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
- Strong written and verbal communication skills.
- Experience with TRIRIGA is a plus.
- Working knowledge of construction inspection practices is required.
- Working knowledge of Quality Assurance and Quality Control principles is required.
- Working knowledge of federal and state codes/guidelines is required.
- Must be a United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).
- Professional-level certification and/or registration is highly desirable.
- Must pass pre-employment qualifications of Cherokee Federal.
