Mitsubishi Power, Inc. in Lake Mary, FL, is looking for a Proposal Support Engineer.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Support all aspects of technical proposal preparation, technical contract conformance negotiations and technical turnover to the Project Engineering and Project Management teams under the guidance and mentorship of the Proposal Engineering Technical Proposal Leads and the Manager.
- Review request for proposals (RFP) and identify the requirements.
- Contribute to the development of a proposal strategy, in coordination with the commercial operations department, the sales department and the Applications Engineering Managers and Director.
- Support the preparation of the technical proposal and ensure its timely and complete submittal.
- Act as a point of contact for all technical proposal support teams, including, but not limited to, MHPS GT Application, GTCC Application, ST Application, Electrical Engineering, and QA/QC; Generator Suppliers, HRSG suppliers, MHPSA Performance team, Estimation, Global Sourcing, Plant Engineering g, Project Execution, Transportation teams.
- Define and coordinate the division of proposal development work between MHPSA and its parent company MHPS.
- Define and coordinate the scope of supply and the division of responsibility between MHPS and MHPSA, which will be used as the plan for project execution after award. Coordinate and provide necessary detail on the scope to the estimating department to be used as the basis of the cost estimate.
- Create exception & clarification list to customer specification, based on MHPSA scope offered. Consolidate input from technical support teams to provide a single E&C list as part of technical proposal.
- Develop and submit as necessary RFP, Proposal Specification Comparison, Utility List, Electrical Load Lis t, Noise Data, and E&C Template after internal kick-off meeting to technical proposal support teams to perform their duties.
- Develop technical kick off and technical risk review material for Management review before presenting in review meetings. Present technical material to risk review meeting attendees (multiple meetings may be held).
- Ensure that all management reviews are properly performed and keep Manager and Director abreast of the activities.
- Coordinate completion of and review the performance risk review material prepared by the Performance Lead for firm proposal risk review meetings.
- Ensure that guarantees have been carefully checked and signed off, and technical risk has been accurately presented to Management.
- Attend the following meetings (some meetings held outside of normal working hours):
- AE pre-strategy meeting
- MHPSA strategy meeting
- Kick-off meeting(s)
- AE signoff
- Cost/Risk Review Meeting
- Communicate closely with the commercial operations team to ensure that the technical and commercial proposals are aligned.
- Prepare a consolidated technical proposal with the support of technical proposal support teams for Management review prior to on time Customer submission.
- Support technical negotiations meetings with Customers and request support from technical proposal support teams if expert support is needed.
- Upon contract signing, support the transition to project execution teams, including preparation of technical hand-over documentation and explanation of the contract package. This includes an update of the technical risk review that reflects the changes made between proposal submittal and award.
- Support continuous improvement of standard proposal documents to minimize customizing project specific documents for individual proposals and improve quality.

- Proactively improve tools, processes, and procedures of the Applications Engineering team.
- Willing and able to work in a multi-cultural environment.

- Travel 5% – 20%.
KNOWLEDGE, SKILLS & EDUCATION To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Education and/or Experience: Bachelor of Science degree (BS) in Mechanical, Fluids or Thermal Engineering from four-year college or university, and (1) one to (3) three years of applicable experience in the power generation industry; or equivalent combination of education and experience.
- Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations in English language. Ability to write, in English language, reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public. Japanese, Spanish, and Portuguese language skills are not mandatory, but beneficial.
- Scientific Skills: Ability to work with mathematical concepts such as probability and statistical inference, fundamentals of plane and solid geometry, thermodynamic s, fluids dynamics and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variable s.
- Computer Skills: Proficient in MS Office applications (Outlook, PowerPoint, Vision, Acrobat Writer, Excel, etc.). Knowledge of database, project management, graph ics, technicaldiagrams, flow charts, etc.
