The City of Monterey Park is seeking a qualified candidate to fill the position of Senior Librarian. The current vacancy is in Operational Support Services; however, the list established may be used to fill vacancies in Children’s division or Adult/Teen Services division. A Senior Librarian works a rotating schedule of Tuesday through Saturday or Monday through Friday, with an evening shift required each week. Rotations are done based on needs of the department.

THE POSITION
The Senior Librarian is a mid-management position that reports directly to the City Librarian and is responsible for managing the staff and services of the assigned Library division.
Ideal candidates will have excellent managerial and customer service skills; the ability to set clear expectations and manage staff performance; the ability to meet deadlines, set priorities, and work independently; establish and maintain effective working relationships with superiors, peers, subordinates, and the public; and the ability to communicate effectively in writing and verbally.
THE LIBRARY
The Monterey Park Bruggemeyer Library is a single branch municipal library that serves a diverse community of 61,000 residents in the San Gabriel Valley. The library serves the entire community by maintaining a diversified collection of print and electronic books, magazines, periodicals, and audio-visual materials in community languages; providing public computer access and training; teaching English and helping residents become citizens; supporting children and families with collections, services, and partnerships; providing opportunities for personal development through Career Center services; and preserving Monterey Park’s heritage by collecting local information and materials of historical significance. The library’s collection includes over 100,000 volumes, many of which are in Chinese, Japanese, Korean and Spanish, to reflect the demographics of our residents.

- Directs, schedules, supervises, and evaluates the work of professional and paraprofessional, library staff and volunteers.
- Assists with recruitment process, hires, and trains library staff; monitors performance and provides training, coaching, and mentoring for performance improvement; assists library management with progressive discipline process to address performance deficiencies, in accordance with City Human Resources policies and labor Memorandums of Understanding (M.O.U.s).
- Develops, evaluates, and implements goals, objectives, policies, and procedures in areas of assignment.
- Performs original and copy cataloging and classification using the Dewey Decimal system, Library of Congress Subject Headings and other necessary resources.
- Researches, reviews, evaluates, and selects materials for addition to or deletion from the library collection; recommends collection development policies and resources.
- Assists with the development and management of the library system budget; researches, reviews, recommends and secures additional funding sources including grants; monitors and oversees expenditures of areas of assignment.
- Assesses patron needs and advises them in making effective use of library resources and services; assists patrons of all ages by answering reference questions accurately using a variety of print, electronic, and other resources.
- Participates in professional development activities including attending workshops, continuing education programs, and regional or state library association activities.
- Develops, organizes, implements, and oversees programs, events, and services for assigned library division; prepares publication/promotion materials, program materials, and social media messages.
- Prepares organizes, and conducts outreach; attends, participates, and represents the library in meetings with other public agencies, community groups, and public; prepares and presents library programs and services to various groups; establishes and maintains positive working relationships with community partners, community organizations, City staff and the public.
- Prepares and maintains accurate reports; maintains statistical records and keeps statistics for library programs and services; prepares monthly and annual reports, analysis and statistics.
- Researches, prepares, and presents reports at Library Board, Library Foundation and Friends of the Library, and City Council meetings.
- Responsible for oversight of library facility for various in-person meetings and events held in the library.
- May work nights, weekends, and holidays; and performs other related duties as assigned.
QUALIFICATION GUIDELINES
EDUCATION/EXPERIENCE/TRAINING
- Master’s degree in Library Science from an American Library Association accredited college or university is required.
- Three (3) years of experience as a Librarian.
- Supervisory or lead experience is highly desirable.
- Valid Class C California Driver License
Candidates whose qualifications and experience best meet the needs of the City will be invited to an oral appraisal interview. The oral appraisal interview will evaluate the background and personal qualifications of each candidate. Meeting the minimum requirements does not guarantee an invitation to future testing.
SUPPLEMENTAL INFORMATION
Successful completion of a pre-employment background and physical examination including a drug/alcohol screen will be required prior to appointment.

In accordance with California Government Code Section 3100, City of Monterey Park employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
Following is a summary of the provided benefits. For further information, refer to the unit’s Salary Resolution or Memorandum of Understanding.
- HOLIDAYS: 116 hours of paid holidays per year.
- VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee’s sixth anniversary to a maximum of 200 hours per year.
- ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year.
- SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation.
- MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee’s health insurance plan will receive $300 per month cash in lieu.
- DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents.
- VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents.
- LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
- LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.
- RETIREMENT: Employees are covered by the Public Employees’ Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
- EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
- MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.
- CREDIT UNION: F & A Credit Union is available to employees.
- DEFERRED COMPENSATION: Available to all employees who wish to participate. City contributes up to $100 per pay period for enrolled employees.
- BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $50.00/month available for the ability to translate documents in a qualified second language. Employees certified by the City as bilingual translators for both verbal and transcription receive $150/mo.
- TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
- DRUG/ALCOHOL FREE WORKPLACE: It is the policy of the City of Monterey Park to maintain a drug and alcohol free workplace. Applicants for City employment are expected to comply with this policy.
