Position Overview: Nalu Federal is seeking an experienced Foreign Area Officer (FAO) to provide Security Cooperation Program Management support to the Pacific Air Forces (PACAF) A5I, International Affairs Division. This position plays a critical role in advancing U.S. defense objectives by synchronizing theater security cooperation activities with Indo-Pacific allies and partners.

Responsibilities:

  • Serve as a subject matter expert in Security Cooperation, supporting planning, execution, and evaluation of PACAF international engagements.
  • Analyze PACAF’s theater engagement battle rhythm and advise leadership on high-impact engagements.
  • Support the development and implementation of Significant Security Cooperation Initiative (SSCI) Partnership Assessments, Initiative Design Documents (IDDs), and Title 10 Section 333 programs.
  • Develop performance monitoring frameworks and lead assessments of BPC (Building Partner Capacity) initiatives.
  • Coordinate and support strategic engagements, key leader events, and briefings to senior U.S. and foreign defense leadership.
  • Provide country desk support with analysis of partner institutional capacity and development of engagement strategies.
  • Ensure all data and deliverables are entered into PACAF’s knowledge management systems in compliance with DoD and PACAF guidance.
  • Maintain continuity of mission support, ensuring proactive issue identification and solution development.

Minimum Qualifications:

  • Minimum 2 years of experience as a Foreign Area Officer, with a focus on the Indo-Pacific region.
  • Expert-level understanding of Security Cooperation and Title 10/22 funding mechanisms.
  • Prior staff experience at HQ MAJCOM or an equivalent DoD/interagency organization.
  • Working knowledge of PACAF and INDOPACOM strategic objectives and regional dynamics.
  • Proficiency in Microsoft Office Suite for data analysis, briefing preparation, and report writing.
  • Strong analytical, writing, and briefing skills for high-level stakeholders.
  • Must possess or be able to maintain a DoD-issued CAC and an active Secret security clearance.

Preferred Qualifications:

  • Indo-Pacific language proficiency (e.g., Japanese, Korean, Tagalog, Mandarin, etc.).
  • Experience in assessment, monitoring, and evaluation (AM&E) methodologies.
  • Previous participation in or support to multinational engagements or exercises.

Work Schedule:

  • Full-time, Monday-Friday, 8-hour shifts, with core hours from 0900-1500.
  • Telework authorized per PACAF policy and COR approval.
