TheCity of Torrance is recruiting for FACILITIES OPERATION ATTENDANTS
to be part of the Cultural Arts Center Team!
The Department
The Cultural Arts Center is a division of the City of Torrance General Services Department. The General Services Department provides quality services that support City departments in a manner which enable them to carry-out their community missions and provide these services in a cost-effective and efficient manner which best serves the operational needs of City departments and the community.
Responsibilities of the General Services Department include: Airport Administration, Building Maintenance, Central Services, Cultural Arts Center Administration, Custodial, Fleet Services, Graffiti Abatement Program, HVAC / Electrical, and Warehouse.
The Position
The Facilities Operations Attendant performs maintenance and event set-up of the Cultural Arts Center facilities, which includes the Toyota Meeting Hall, the Torino Festival Plaza, the Ken Miller Assembly Room, the Ken Miller Auditorium, the James R. Armstrong Theatre, the George Nakano Theatre, the Pine Wind Japanese Garden, the garden rooms, and the Torrance Art Museum. Additionally the Center houses 4 dance studios with sprung hardwood floors, a large ceramics facility, a jewelry making studio, Three (3) art-making studios, and a music/drama room.
The Facilities Operations Attendant will also perform set-ups of meeting rooms, lobbies and other assigned areas, perform set-up and tear down of tables, arrange chairs, and stages (risers) for events and shows, service all events, empty trash containers, and maintain aisles and surrounding areas, perform janitorial maintenance including restroom/kitchen cleaning, stripping/waxing of floors, and carpet maintenance, dry and wet mops, strips, scrubs, waxes, and polishes all types of flooring, and requests supplies and equipment needed for cleaning and maintenance duties.

QUALIFICATION GUIDELINES
Any combination of education and experience provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Formal or informal education which ensures the ability to read and write at a level necessary for successful job performance.
Success candidates will have the following:
Knowledge of
- Proper procedures for lifting and moving heavy objects;
- Janitorial maintenance and procedures;
- Appropriate use of chemicals, solvents, tools and equipment;
- Public relations and customer service techniques;
- Hazards and safety practices related to building maintenance and cleaning.
Ability to
- Perform manual work; set-up, tear down, arrange tables and chairs, and stages for events;
- Follow procedures for the use of chemical cleaners and power equipment to prevent damage to floors and fixtures;
- Respond tactfully and constructively to user department requests and complaints;
- Provide excellent customer service;
- Communicate effectively with other City employees and the public;
- Follow work safety procedures and practices.
Performance of essential job duties of this position includes the following physical demands and/or working conditions:
Requires the ability to stand, sit, and walk for extended periods of time; lift, push and pull up to 100 pounds; carry up to 50 pounds; climb stairs and ladders; balance, stoop, twist, bend repeatedly, squat, crawl, run, grasp, move wrists repeatedly, reach overhead, use both hands, arms and legs; work at heights above 10 feet and in confined spaces; speak, hear, touch; see at a distance and up close; and have finger dexterity, depth perception and color vision.
Due to the nature of work assignments, incumbents are exposed to smoke, fumes, gas, loud noise, dirt, dust, grease, oil, chemicals, solvents and toxic agents; and work in inclement weather.
Position requires availability to work irregular hours or shifts, weekends, holidays, or overtime as required.

BENEFIT SUMMARY FOR CERTAIN PART TIME HOURLY EMPLOYEES
Note: Not all benefits listed may be applicable to all positions with in the unit. Please refer to the MOU for specifics.
Health Insurance (Sec. 4.4)
Employee working more than 30 hours per week on a regular basis over 12 months will receive City paid one-party part-time health coverage ($372.62).
Retirement (sec. 3.1)
Only applicable to Stage Manager, Theater Technician, Facility Operations Attendant, Senior Facility Operations Attendant and Juvenile Counseling Intern.
PERS 2%@55
City pays 7% EPMC.
New employees hired on or after 11/1/1992 pay the 7% employee contribution.
PERS 2%@62
“New” members hired on or after 1/1/2013 pay 50% of normal cost with three year average final compensation.
Holidays (Sec 3.3)
Senior Aides: Four (4) hours per paid holiday
Environmental Aides: Eight (8) hours per paid holiday
*To be eligible, employee MUST work at least 12 hours during the pay period in which holiday falls.
(New Year’s Day, Martin Luther King Jr.’s birthday, Lincoln’s birthday, Washington’s birthday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, The day after Thanksgiving Day, Christmas Eve, Christmas Day and New Year’s Eve).
Stage Manager, Theater Technician, Facility Operations Attendant, Sr. Facility Operations Attendant, Box Office Attendant and Sr. Box Office Attendant: shall receive four (4) hours holiday pay for Christmas Day, New Years Day and Martin Luther King Jr.’s Birthday.
Juvenile Counseling Intern, Cable TV Writer, Cable TV Production Assistant: receive no holiday pay
Bereavement Leave (sec 3.4)
Up to five (5) work shifts of bereavement leave; three (3) shifts with pay and two (2) shifts without pay per death of eligible family members
Shoe Allowance (Sec. 3.7)
Senior Aides, Facility Operations Attendants, Sr. Facility Operations Attendants, Theater Technicians: Allowance of $82.50 each 6 months of employment (paid June and December), for those assignments requiring the wearing of safety shoes.
