THE CITY OF BALDWIN PARK IS SEEKING A PASSIONATE AND MOTIVATED INDIVIDUAL TO JOIN OUR RECREATION AND COMMUNITY SERVICES DEPARTMENT. THE IDEAL CANDIDATE WILL COORDINATE AND IMPLEMENT A VARIETY OF SPECIALIZED RECREATION AND SOCIAL SERVICE PROGRAMS WITHIN THE TEEN CENTER & SKATE PARK, WHILE ALSO ASSISTING WITH CITYWIDE SPECIAL EVENTS THAT FOSTER COMMUNITY ENGAGEMENT AND ENRICHMENT.

THE POSITION
Under general supervision coordinates and implements one or more specialized recreation and social service activities; participates in the supervision of part-time and contract employees; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED
Supervision is provided by the Program Supervisor or higher-level department staff.

Responsibilities include direct supervision, evaluation of, and training of part-time and contract employees.

ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:

  • Coordinate, promote, implement, and evaluate recreation and social program activities as assigned.
  • Supervise, evaluate, and train part-time and contract employees.
  • Prepare or coordinate the development of events publicity, including news releases, flyers, pamphlets, and brochures.
  • Maintain close contact with school officials, agencies and non-profit organizations having related responsibilities for program implementation.
  • Schedule working hours for part-time staff.
  • Prepare and submit payroll reports for assigned personnel.
  • Participate in the development of the annual budget for a recreation or social service activity or group of activities.
  • Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Maintain records and develop reports concerning new or on-going programs and program effectiveness.
  • Recommend the purchase of necessary equipment and supplies.
  • Supports the relationship between the City of Baldwin Park and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

KNOWLEDGE OF:

  • Procedures for implementing a variety of recreational and social services program activities and programs through community participation.
  • Program content for specialized community recreation and social service activities.
  • Principles and techniques used in supervision, training, and performance evaluation.
  • Common recreational, cultural, and social needs of the Baldwin Park community.

ABILITY TO:

  • Coordinate, organize, and implement recreation and leisure time activities and specialized events.
  • Prepare and distribute publicity concerning new or on-going recreation and offerings.
  • Select, train, supervise, and evaluate part-time and contract employees.
  • Understand community needs in a variety of recreation areas and to evaluate activities according to those needs.
  • Identify methods to maximize service effectiveness and efficiency.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with public groups, agencies, school officials, the media and others contracted in the course of work.

MINIMUM QUALIFICATIONS
EXPERIENCE AND TRAINING:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

  • High School Diploma or GED Equivalent; and
  • Two (2) years of experience in the implementation of recreation activities or social programs related to youth activities or senior citizen and geriatric activities.

LICENSE OR CERTIFICATIONS

Possession of, or ability to obtain, a valid applicable California Driver’s License.

  • The Short Term Disability Insurance Plan provides benefits commencing on the 31st day of non- work related injury or illness, and employees will be eligible to receive cash benefit of 66.67% of their weekly salary up to $1,871 for up to 22 weeks.

FLOATING HOLIDAYS

    • Will be credited with ten (10) hours of leave.

    • Two (2) eight (8) hour days of floating leave, for a total of sixteen (16) hours.

HOLIDAY BANK

  • City determines how many holidays fall on work day, determined by the assigned work schedule
  • Employees credited with an equivalent number of holiday bank
  • Employees may accumulate up to a maximum of one hundred (100) hours of holiday bank time.
  • Payout of unused hours in excess of 100 will be removed from the employee’s holiday bank hours accrual on January 1 and paid in their straight time hourly rate no later than June 30

SICK LEAVE & INCENTIVE PROGRAM

  • Accrue 3.693 hours for each pay period
  • Maximum accrual 300 hours, 600 hours or 900 hours
  • Excess hours will be removed from the employee’s sick leave hours accrual, calculated at their straight time hourly rate, paid at no less or no more than 75% of the total value paid in December.

VACATION

  • 1-5 years, 3.6923 per pay period (accrual =96 hours, max 192)
  • 5-10 years, 4.6153 per pay period (accrual=120 hours, max 240)
  • 10-15 years, 5.5384 per pay period (accrual =144 hours, max 288)

BILINGUAL PAY

  • $150.00 per month for Spanish, Mandarin, Cantonese, Chinese, Japanese, Vietnamese, Tagalog, and American Sign Language

TUITION REIMBURSEMENT

  • Amount not to exceed $2,000 per fiscal year
