General Statement of Duties
The principal function of an employee in this class is to direct the development and implementation of goals, objectives, policies, and priorities of the Department’s and City’s vision/strategic plans, including directing the organization, staffing, and operational activities for assigned divisions within the Police Department. Incumbents direct the organization, staffing, and operational activities for assigned divisions within the department. Responsibilities include overseeing and supervising sworn and support staff as well as process, function, and budget for assigned division.

Examples of Essential Work
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
• Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
• Directs the organization, staffing, training and operational activities for assigned divisions within the department; ensures compliance with policies, standards, rules and regulations.
• Directs investigations and addresses citizen complaints or inquiries regarding services; oversees or provides resolution and response; ensures the completion and maintenance of required documentation and reporting.
• Directs the development and implementation of comprehensive goals, objectives, policies and standards.
• Organizes, directs and oversees personnel, operations and equipment during major events or emergencies.
• May serve on various committees and boards representing the Police Department with other organizations; coordinates activities with other law enforcement agencies; and participates in various Citywide projects and/or programs.
• Participates in the preparation, review and oversight of the assigned division budget; provides resource recommendations for staffing and capital needs.
• Performs other duties of a similar nature and level as assigned.
Acceptable Experience and Training
Bachelor’s degree in Criminal Justice, Human Resource Management, Public Administration, Finance, Business Administration, or a related field and 8 years of Police experience, including leadership roles and experience at the rank of Lieutenant or higher; OR, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
External applicants may be subject to additional pre-employment screening including:
- Extensive Background Check;
- Physical agility test (ORPAT), Medical, and Psychological exam;
- Oregon DPSST Certification eligibility at the time of appointment;
- Must not have had a break in service as a law enforcement officer greater than two years, at the time of application.
Additional Information
Hillsboro Police Department offers Bi-Lingual Pay: Employees who are qualified by the department as bi-lingual in English and Spanish or Japanese, American Sign Language or a language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census will receive a monthly premium of five percent (5%) of their regular base pay.
