Job Description

Construction Inspector Journeyman

Must be a United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).

Provides support as part of our company’s on-site engineering team to assist across a wide variety of military facility requirements at Yokota Air Base, Japan. Conducts inspections and evaluates construction projects to ensure compliance with applicable codes, regulations, and industry standards. Possesses a deep understanding of construction methods, materials, and safety practices. Ensures construction contractor compliance with approved plans and specifications for various construction contracts, which may be for the construction or renovation of large, complex administrative office buildings, hospitals, aircraft maintenance and industrial facilities, or utility distribution systems. Inspects construction sites, reviews plans and documents, and identifies any deficiencies or deviations from standards. Documents inspection findings, issues reports and communicates with contractors and project stakeholders to address any non-compliance issues.

Compensation & Benefits:

Estimated Starting Salary Range for Construction Inspector Journeyman: $68,000 – 73,000

Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.

Construction Inspector Journeyman Responsibilities Include:

  • Ensures construction contractor compliance with approved plans and specification for various construction contracts, which may be for the construction or renovation of large, complex administrative office buildings, hospitals, aircraft maintenance and industrial facilities, or utility distribution systems.
  • Coordinates with construction contractor representatives concerning work scheduling, interpretation of plans and specifications, selection of work methods, and acceptability of materials and workmanship to ensure compliance with contract requirements.
  • Investigates and reports on controversial situations which have either led to formal claims or are expected to lead to such claims by the construction contractor.
  • Coordinates with the contracting officer to correct construction contract deficiencies, unacceptable material, or work performed to ensure compliance with the contract requirements.
  • Monitors and evaluates construction contract progress schedules noting work progress, delays, or other problems that could interfere with construction, review construction contractor’s cost breakdowns, progress measurement data, reports of material and equipment used, and field inspection and survey reports in order to compute periodic payments and recommend approval/disapproval of contractor submittals and progress schedules.
  • Prepares various documents, reports, and correspondence and maintain daily logs and safety reports addressing the progress of construction and the administration of the contract.
  • Provides Construction Dailies and Weekly Activity Reports.
  • Oversees construction to ensure inspection practices and procedures involved in the inspection of building materials, workmanship, utilities, and the installation of systems are followed.
  • Oversees construction to ensure safety practices in the construction industry are followed.
  • Interfaces with other technical staff within an internal team, base civil engineering staff, installation stakeholders, government contracting staff, and construction contractors.
  • Coordinates contractor access on base to project site.
  • Monitors dig permit status.
  • Takes photographs as required to document construction progress.
  • Updates NEXGEN IT with relevant project data using current AF Business Rules.
  • Coordinates with Project Manager to ensure submittals and RFIs are reviewed and responses provided within 7 days of receipt.
  • Performs assessments, evaluations, analysis, reports, presentations, management-level project cost and schedules reviews, and other products for use in support of assigned projects.
  • Identifies immediately to the Project Manager any condition which will require a modification to the contract.
  • Prepares DD Form 1354, Transfer and Acceptance of Military Real Property in NEXGEN IT no later than 10 days after project acceptance.
  • Provides project status to project manager or leadership as requested but at a minimum of 1-time weekly utilizing designated reporting database or spreadsheet as determined by the government.
  • Prepares and review of statements of work, cost estimates, submittals, and request for information.
  • Assists with monthly tracking of Contractor funding, expenditures, balances, and overall funding status along with projecting burn rates through appropriate periods of performance.
  • Understands, articulates, and implements best practices related to government construction management, budget, and acquisitions.
  • Performs other job-related duties as assigned.
  • Valid driver’s license.

Construction Inspector Journeyman Experience, Education, Skills, Abilities requested:

  • Associate in Applied Science degree from an accredited college or university in Engineering, Architecture, Construction Management, or construction related field and 3 years of related construction experience is required or Associates Degree in any Engineering discipline or Construction Management and 6 years’ experience in construction activities. Experience with design and construction of high-interest, high-visibility Air Force projects.
  • Knowledge of DoD design and construction policies and procedures.
  • Knowledge of construction techniques in various fields such as civil, mechanical, electrical, architectural, plumbing
  • Knowledge of safety practices in the construction industry.
  • Knowledge of engineering and architectural plans and specifications to read and interpret construction requirements.
  • Ability to closely coordinate contract administration with internal and external stakeholders.
  • Ability to travel locally.
  • Working knowledge of Japanese codes is preferred.
  • Foreign (Japanese) work experience is a plus.
  • Familiar with and ability to adhere to all instructions outlined in the 32 series Civil Engineer AFIs, Unified Facilities Criteria, and applicable building codes.
  • Skilled in utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.
  • Working knowledge of construction inspection practices is required.
  • Working knowledge of Quality Assurance and Quality Control principles is required.
  • Working knowledge of federal and state codes/guidelines is required.
  • Must be a United States citizen with a clear background for government security investigation with the ability to obtain a Clearance or Common Access Card (CAC).
  • Professional-level certification and/or registration is highly desirable.
  • Past applicable job experience may include, but is not limited to:
    • Construction Supervisor
    • Construction Foreman
    • Construction Project Manager
  • Must pass pre-employment qualifications of Cherokee Federal
