Job Summary
Under the direction of the Assistant Superintendent, Business Services; Director, Financial Services; or an assigned administrator, the Financial Services Data Control Technician assists in the operation of the Financial Services Department by performing a variety of advanced level technical duties requiring independent judgement and analysis and the application of specialized knowledge to financial services data. This position is also responsible for creating, maintaining, validating, and reporting confidential and sensitive data related to staff payroll and benefits, leave accounting, district budgets, purchasing, general accounting, and other department areas.

DEFINITION
Under the direction of the Assistant Superintendent, Business Services; Director, Financial Services; or an assigned administrator, the Financial Services Data Control Technician assists in the operation of the Financial Services Department by performing a variety of advanced level technical duties requiring independent judgement and analysis and the application of specialized knowledge to financial services data. DISTINGUISHING CHARACTERISTICS
A Financial Services Data Control Technician assumes functional responsibility for a complex clerical activities or program(s) assigned to the Financial Services Department. Ensures that data is properly, accurately, and timely input, maintained, reconciled, and reported using data-base driven systems. The work of this class requires the exercise of independent judgment in the interpretation and application of rules, procedures, policies, and precedents, and may involve the indirect supervision of lower-level clerical staff.

SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Assistant Superintendent, Business Services; Director, Financial Services; or an assigned administrator.
Indirect supervision may be exercised over District clerical personnel.
EXAMPLE OF DUTIES
Maintains an understanding of the programs and functions of the Financial Services Department and their relation to the District as a whole; establishes and assesses work priorities to assure timely completion of projects, reports, and assignments.
Performs complex clerical work relating to a specific function or program requiring specialized knowledge and involving frequent and responsible contacts. Clerical duties require the ability to perform skilled keyboarding and proficient use of computerized financial and data systems.
Collects, inputs, validates, maintains, reconciles, and provides, up-to-date information data related to payroll and benefits, leave accounting, budget, accounts payable, purchasing, general accounting and other pertinent data as required.
Assists administrators and staff by providing accurate fiscal data, reports, and analysis to support budgeting, financial planning, audits, and operational decision-making.
Supports users regarding procedures, schedules, and status of data input and output for financial reports and dashboards.
Inputs or retrieves confidential financial and personnel-related data; adjusts, adds, or deletes information as required; retrieves, compiles, prepares, and distributes a variety of fiscal, payroll, and accounting reports.
Generates, formats, and distributes reports and dashboards using specialized database-driven software and reporting tools such as financial management systems, payroll systems, leave management systems, Frontline, Google Looker Studio, Microsoft Excel, Microsoft Power BI, and other related applications.
Works collaboratively with district personnel to collate, verify, and analyze financial information for internal and external reporting, audits, and compliance requirements.
Generates, formats, and distributes, as directed, reports from Financial Services software systems and other related systems.
Maintains a current and accurate data filing system. Performs all related duties and responsibilities as assigned.
CLASS QUALIFICATIONS
Knowledge of:
District procedures, rules, and regulations related to school district fiscal operations, including budgeting, payroll, benefits administration, accounts payable, and general accounting.
Applicable sections of the Education Code, Government Code, and other laws and regulations governing school district finance and payroll.
CLASS QUALIFICATIONS
Knowledge of:
Proper English usage, spelling, grammar, and punctuation.
Modern office methods, practices and procedures, and standard office equipment.
Record-keeping techniques, internal controls, filing systems, and information management.
Computer applications, database-driven financial systems, data management, storage, and retrieval, and reporting systems.
Laws, rules, and regulations appropriate to the assignment including knowledge of IEPs.
Ability to:
Plan, lay out, and conduct clerical operations involving transactions requiring effective accountability and accurate controls.
Perform a variety of responsible and technical work in support of an assigned function or program.
Learn, interpret, and communicate effectively rules, regulations, policies, and procedures.
Perform complex clerical work involving independent judgment, accuracy, and speed.
Spell correctly and use appropriate English, and make arithmetical computations.
Operate various pieces of office equipment such as computers using a variety of hardware and software.
Input, extract, reconcile, and analyze data using a computer.
Understand and carry out oral and written directions.
Provide technical, functional supervision to other clerical employees.
Maintain confidentiality.
Type/Keyboard input at a speed of not less than 40 net words per minute on a computer.
EMPLOYMENT STANDARDS
Three years of recent, increasingly responsible clerical or technical work which has involved typing/ keyboarding, financial, fiscal, payroll, accounting, or budget-related data, including extensive use of computerized information systems.
Desirable Qualifications: Completion of college-level coursework or possession of an associate’s or bachelor’s degree in data sciences, business intelligence, management information systems, statistics, accounting, finance, business administration, public administration, or a closely related field is highly desirable.
Written and oral proficiency in a second language.
LICENSE OR CERTIFICATE
Possession of a valid State of California Class C driver’s license. Ability to be insured at standard vehicle liability and property damage insurance rates and maintain insurability.

WORKING CONDITIONS:
Tolerance for stress; Ability to work within rules and policy while not necessarily agreeing with them, and ability to work on several tasks with frequent interruptions.
Willingness to attend workshops and trainings outside of assigned working hours in those areas in which formal training is needed.
Environment:
Primarily works in an office environment. Work environment is generally clean and the noise level is usually moderate.
Will be required to use a personal vehicle to visit various work sites, attend meetings, and training as needed.
Physical Demands:
Employees in this classification must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others. These include but not limited to:
Perform work primarily in an office setting with constant interruptions.
Mobility of arms to reach and dexterity of hands to grasp and manipulate small objects (keyboard, telephone, and common office machines, and equipment).
Vision (which may be corrected) to read small print.
Hearing and speaking to exchange information in person and on the phone.
Work at a computer screen for prolonged periods.
Mobility to stand, stoop, reach, and bend.
Lifting, pushing and/or pulling office supplies, mail, and packages that do not exceed twenty-five (25) pounds.

Probationary period: 130 days of paid service.
