Job Title: Fiscal Department Manager (salaried/full-time)

Report To: Vice Chancellor for Administration Affairs

Job Statement:

Under the general direction of the Vice Chancellor for Administration Affairs, the Fiscal Department Manager plans, directs, and oversees the accounting department functions; coordinates with the Director of Human Resources in verifying and balancing the accounting section of payroll and benefits functions; supervise, maintain, and perform accounting functions with accounting staff; maintain and perform Japanese accounting functions through communication with Tokai Educational System (TES) headquarters office.

Essential Functions:

  1. Maintain the Accounting Systems of HTIC, to include a General Ledger system, a financial statement system, and a budget system.
  2. Maintain the Financial System of HTIC, to include in conformity with Generally Accepted Accounting Principles (GAAP), Federal and State requirements.
  3. Maintain and provide input on all budget information, to include monthly, quarterly, and annual budgets and documentation supporting such budgets and any variance explanations.
  4. Provide timely financial information, to include various requests for financial information to determine outcomes and transferring information to our TES headquarters.
  5. All other assignments as required to maintain an efficient and effective office environment.

Expectations:

  1. Maintenance of the Accounting System will include having processes and procedures to ensure effective and efficient work programs (i.e. cash receipts and cash disbursements), overall necessary Internal Controls, timely processing and closing that meets HTIC’s program requirements, timely reconciliations of all accounting subsystems, maintain proper accounting documents.
  2. Requires all accounting systems to comply with GAAP, provide timely reports to Federal and State agencies, and any other financial related reports.
  3. Responsible to create, explain, and maintain all Budget requirements. Budgets will be detailed and at a minimum be by monthly, quarterly, and annually. Maintain Budget update as requested; provide actual/budget variance reports.
  4. Lead participation for Annual Audit, provide timely financial information and transmit to TES headquarters as required.
  5. Provide support to other employees as needed. Participate in implementing office wide systems; participate in all official school activities (i.e. commencement, convocation, staff meetings, Aloha receptions).

Supervisory Responsibilities:

  • Direct and coordinate activities of other workers performing accounting and bookkeeping tasks.
  • Recommends personnel actions such as selection, evaluations, promotions, staffing, and discipline.
  • Motivates staff in a positive manner; develops teamwork in accepting and practicing the policies and procedures of the department.
  • Perform other related duties as assigned by the Vice Chancellor for Administration Affairs.

Minimum Qualifications:

  1. Bachelor’s degree in Accounting and related field with minimum of three years’ experience in accounting/finance.
  2. Working knowledge and use of Quick Book Pro accounting software program.
  3. Working knowledge of bookkeeping procedures or GAAP.
  4. Understanding and knowledge of federal and state taxation system and application of regulations.
  5. Working knowledge of departmental budgeting.
  6. General knowledge of financial auditing.
  7. Previous supervisory experience, preferably at least three year’s work related experience.
  8. Fluent Japanese/English skills in reading, writing, and speaking.
  9. Knowledge and use of Japanese accounting terminology.
  10. Ability to generate fiscal reports for management.
  11. Strong communication and problem solving skills; self-motivated, independent worker with a penchant for details and accuracy.
