SUMMARY
Under administrative direction performs a variety of responsible professional, administrative, and analytical duties related to assigned human resources and risk management functions; assist in the administration of the City’s human resources and risk management programs; performs related duties as required.

CLASS CHARACTERISTICS

This is the journey level class in the Human Resources Analyst series. The incumbent provides professional support to the Human Resources/Risk Manager and may assist in directing the work of other department personnel in the performance of assigned tasks.

ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to the following:

  • Assists with the daily administration of Human Resources and Risk Management programs, including but not limited to, recruitment, selection, classification, compensation, leave administration; makes recommendations and implements policies and procedures; conducts recruitments and selections; process a variety of personnel documents; assists with classification and pay studies; assists in handling grievances and other personnel related matters.
  • Administers the workers compensation program by coordinating claims administration with third-party administrators; ensures that appropriate forms are completed and procedures are followed; discusses workers compensation claims with departmental staff and the City Attorney to determine course of action; acts as a liaison to other City staff, claims adjustors, and investigators, and insurance agents in the disposition of claims; maintains related files and documentation.
  • Monitors and manages the City’s general insurance program; reviews insurance language in the contracts for City staff; assists with renewal of policies; coordinates acquisition of certificates of insurance; responds to questions from departmental staff and interacts with the City’s joint powers of authority.
  • Acts as a facilitator in coordinating the City’s Injury and Illness Prevention Program; monitors claims; coordinates safety training; conducts inspection of facilities and operating procedures to determine potential safety hazards and to make recommendations for mitigation.
  • Develops an annual safety and employee development training calendar; makes arrangements for on and off-site employee training programs.
  • Conducts research and statistical analysis; prepares and presents reports of findings and recommendations as to appropriate action.
  • Compiles information and prepares manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues.
  • Provides assistance to department management, other City personnel, and the public regarding administrative, fiscal, strategic planning or operational issues, policies, or procedures; directs the work of others involved in related activity.
  • Supports the relationship between the City of Baldwin Park and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of the principles of municipal administration, and budget; computer applications in administrative functions; related laws, ordinances, and regulations; principles of research, statistical analysis, and report preparation; principles and practices of risk management, loss prevention, claims investigation and processing.
  • Ability to assist in developing new policies impacting department operations/procedures; supervise the work of assigned staff; handle confidential matters with discretion; implement and coordinate a risk management program; investigate and process claims; performs a variety of human resources related work including recruitment and selection, testing, classification and compensation, and employee relations.
  • Communicate clearly and concisely, both orally and in writing; research and prepare complex reports on a variety of subjects; establish and maintain effective relationships with the community at large; perform moderately difficult and/or complex professional administrative and analytical work requiring sensitivity to issues; prepare and present reports; represent the department in a variety of meetings; provide liaison to City personnel, other agencies, and the public; respond to problem situations in an effective manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management principles and practices; operate a computer and utilize a variety of software programs; deal constructively with conflict and develop effective resolutions.

MINIMUM QUALIFICATIONS

EDUCATION, TRAINING, AND EXPERIENCE:

  • Bachelor’s degree in public or business administration, human resources administration, or related field.
  • Three (3) years increasingly responsible experience in one, or more, of the following human resources programs: recruitment, employee relations, workers compensation, risk management, training, and/or classification. Public sector experience is preferred.
  • Or, any combination of education and/or experience that demonstrates you possess the knowledge, skills, and abilities necessary to fill this position.

LICENSE AND CERTIFICATION REQUIREMENTS:
Possession of or ability to obtain a valid Class C California driver’s license and ability to maintain a satisfactory driving record.

HOLIDAYS

  • On January 1st of each year, each employee will be credited with ten (10) hours of leave for observance of Martin Luther King Day and ten (10) hours leave, for a total of twenty (20) hours.

  • EE are credited with an equivalent number of holiday bank
