THE POSITION
Under general supervision, supervises, plans, organizes, schedules, and evaluates the operations and staff for the Records Bureau of the Police Department; oversees daily workflow for criminal records system activities and maintains related database systems; performs a variety of difficult and complex clerical and support duties for the Police Department; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The class reports to the Police Lieutenant overseeing the division. Incumbent provides first line supervision and oversee daily operations related to job duties supporting the Records Bureau, equipment and software maintenance, and various clerical activities for the Police Department. Incumbent in this classification will be required, as assigned, to work day shifts and may fill in as needed for nights, weekends, and holiday shifts.

QUALIFICATION GUIDELINES
EDUCATION
- Graduation from high school or G.E.D. required.
- College coursework in public administration, administration of justice, political science or related field is highly desirable.
EXPERIENCE & TRAINING
- Three (3) years of experience in a public safety criminal records bureau environment is required.
- Lead or supervisory experience is highly desirable.
- Bilingual skills in a variety of languages which include, but are not limited to Spanish, Chinese, Japanese and/or Vietnamese, are desirable.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Federal, State and local laws and regulations governing the maintenance and security of police records and property management practices; records retention, archival, purging, and destruction practices in accordance with criminal justice standards; police property and evidence retention practices and standards; public records and privacy rights protections governing the release of criminal and juvenile records; a variety of police records and information systems and databases used by federal, state and local law enforcement agencies; principals, methods, and techniques of supervision, training, and motivation; methods and techniques of scheduling work assignments and schedules; modern office methods and equipment, practices and procedures, including business correspondence, typing, transaction, filing and telephone answering techniques; correct grammar, punctuation and spelling, modern office equipment such as computers, word processing, dictation transcription, etc.
Skills/Abilities: Develop and administer goals, policies, and standards for the maintenance of police records, property and evidence; select, train, supervise, and evaluate the work of staff; interpret, apply, explain, and ensure compliance with applicable federal, state, and local standards and departmental guidelines; prepare clear and concise written and oral communication, reports, and records; organize, manage, and complete records and retrieval records within established deadlines; plan, direct, manage, assign, and coordinate the work of division staff; work calmly under pressure, exercise good judgment and make sound decisions in stressful situations and/or emergency situations; organize, prioritize, and follow-up on work assignments; work independently and as part of a team; communicate effectively with other, both orally and in writing; maintain the confidentiality and security of records and property; type at a net speed of 45 words per minute; transcribe from audio dictation with speed and accuracy; code, file and retrieve information with speed and accuracy; make simple arithmetic computations; understand and follow oral and written instructions; learn interpret and apply law enforcement policies; establish and maintain effective and cooperative relationships with staff, management, legal representatives, law enforcement agencies, the public and others in the course of work and learn the geography of the City.

- Possess a valid California Class C driver’s license.
PHYSICAL EFFORT

Physical Demands: Position requires frequent sitting, standing, walking, bending, stooping, kneeling, reaching, twisting and occasional climbing in performance of daily activities; finger dexterity, grasping, repetitive hand movement and fine coordination is required to handle, feel, or operate computer hardware, standard office equipment, and various records bureau equipment; reach with hands and arms above and below shoulder level; upward and downward flexion of neck; side-to-side turning of neck. The employee occasionally lifts, pulls, and carries records/documents typically weighing up to 25 pounds. Additionally sensory demands include the ability to talk and hear. The position requires near and far vision and the ability to adjust focus in reading written materials and on the computer; read color coded displays. Acute hearing is required when providing phone and personal service.
Mental Demands: While performing the duties of this class, the employee must be able to use written and oral communications skills; read, analyze, and interpret data, specifications, and documents; prepare and evaluate reports; learn and apply new information or new skills; and interact with City staff, management, and the public.
Work Environment: The employee works in an office environment with controlled temperature settings.
SUPPLEMENTAL INFORMATION
In accordance with California Government Code Section 3100, City of Monterey Park employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
Following is a summary of the provided benefits. For further information, refer to the unit’s Salary Resolution or Memorandum of Understanding.
- HOLIDAYS: 116 hours of paid holidays per year.
- VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee’s sixth anniversary to a maximum of 200 hours per year.
- ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year.
- SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation.
- MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee’s health insurance plan will receive $300 per month cash in lieu.
- DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents.
- VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents.
- LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
- LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee.
- RETIREMENT: Employees are covered by the Public Employees’ Retirement System at, 2.7%@55 (Classic), single highest year or 2%@62 (PEPRA), three average years, as determined by PEPRA. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
- EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
- MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.
- CREDIT UNION: F & A Credit Union is available to employees.
- DEFERRED COMPENSATION: Available to all employees who wish to participate. City contributes up to $100 per pay period for enrolled employees.
- BILINGUAL PAY: $50.00/month for the ability to speak a qualified second language. An additional $50.00/month available for the ability to translate documents in a qualified second language. Employees certified by the City as bilingual translators for both verbal and transcription receive $150/mo.
- TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
- DRUG/ALCOHOL FREE WORKPLACE: It is the policy of the City of Monterey Park to maintain a drug and alcohol free workplace. Applicants for City employment are expected to comply with this policy.
