Job Summary

The Safety Inspector supports the District’s Injury and Illness Prevention Program (IIPP), Fire and Life Safety programs, and overall risk management initiatives. This position conducts inspections of facilities, equipment, and systems-including fire alarm and life safety systems, access control, elevators, security systems, perimeter fencing, steps and walkways, and related infrastructure to support compliance with federal, state, and local safety codes. The role is responsible for documenting findings, coordinating corrective actions, maintaining compliance records, associated reports, and assists in the SB 198 mandated staff safety training programs associated with maintenance and operations, and conducts repair and maintenance of aforementioned infrastructure.

Job Description / Essential Elements:

SAFETY INSPECTOR

DEFINITION

The Safety Inspector supports the District’s Injury and Illness Prevention Program (IIPP), Fire and Life Safety programs, and overall risk management initiatives. This position conducts inspections of facilities, equipment, and systems-including fire alarm and life safety systems, access control, elevators, security systems, perimeter fencing, steps and walkways, and related infrastructure to support compliance with federal, state, and local safety codes. The role is responsible for documenting findings, coordinating corrective actions, maintaining compliance records, associated reports, and assists in the SB 198 mandated staff safety training programs associated with maintenance and operations, and conducts repair and maintenance of aforementioned infrastructure.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Assistant Director, Facilities Maintenance, or a higher-level Facilities Maintenance Supervisor.

Assignments may require the indirect supervision of maintenance personnel.

EXAMPLES OF DUTIES

Conducts site safety inspections of work methods for improper procedures, work areas for safety hazards and checks equipment for defects, and recommends corrective measures.

Conducts routine safety inspections of District schools, offices, and support facilities to ensure compliance with fire, life, and safety codes.

Identifies, documents, and reports hazards, violations, or deficiencies and recommends corrective actions.

Coordinates with site administrators, custodial/maintenance staff, and contractors to correct identified deficiencies.

Prepares and maintains appropriate records of testing, repairs, inspection and compliance reports and inspection reports pertaining to the Injury and Illness Prevention Program and Fire Prevention. Reports to District leadership and regulatory agencies.

Serves as the District’s liaison with local fire departments during inspections, incident follow-up, and compliance reviews.

Assists in the SB 198 mandated safety programs by working with managers, supervisors and maintenance and operations employees. Maintains appropriate records.

Monitors and verifies contractor/vendor compliance and required testing, maintenance, and repair schedules for fire/life safety systems.

Stays current on applicable federal, state, and local codes and regulations affecting K-12 school facilities.

Investigates safety accidents, inspects equipment involved and reports findings to appropriate supervisors, makes recommendations to prevent industrial accidents and to correct unsafe conditions.

Works at heights, uses ladders, scaffolds, scissor lifts, and other related equipment.

Analyzes data and makes preliminary recommendations for personnel protection and checks compliance with approved safety recommendations.

Assists in developing and revising safety manuals and policies while also assisting with the implementation of emergency preparedness procedures, including fire drills and evacuation protocols.

Assists with preparing, coordinating, and conducting departmental safety training programs, while also providing guidance to school staff on fire prevention, emergency egress, and life safety practices.

Follows up on status of completed items as recommended by Relief and other Risk Management Inspections.

Conducts follow-up inspections to ensure deficiencies are corrected and works with District personnel to implement accident prevention measures.

Drives vehicle between work sites to conduct work.

Performs related work as required.

CLASS QUALIFICATIONS

Knowledge of:

Federal, State, and local safety codes, ordinances, orders, and regulations applicable to an Injury and Illness Prevention Program and fire prevention. SB 198 programs.

Building trade methods, and inspection procedures.

Applicable accident prevention techniques and devices.

Legal procedures involved in the enforcement of building and safety codes and ordinances.

Safety Data Sheet (SDS) reports.

Facility operations, including HVAC, emergency power, fire alarms, elevators, and other safety systems.

California Fire Code, Title 19, NFPA standards, and local safety regulations as they apply to schools.

Principles and practices of record keeping and report preparation.

Ability to:

Detect, by inspection safety hazards in the workplace, inferior quality work or damaged and unsafe equipment, or deviations from plans and specifications pertaining to fire and life safety requirements in buildings and grounds.

Conduct facility and worksite inspections for regulatory violations and workplace hazards.

Work safely at heights, use ladders, scaffolds, scissor lifts, and other related equipment.

Understand and carry out oral and written instructions.

Establish and maintain effective working relationships.

Compose written documentation of safety inspections and safety related projects.

Establish and maintain records and reports.

Use computers and software applications (e.g., word processing, spreadsheets, safety equipment, safety equipment monitoring software, HVAC monitoring softball, alarm monitoring software, work order systems.

Handle confidential information with discretion.

Drive a vehicle between work sites to conduct work.

Be insured at standard vehicle liability and property damage insurance rates and maintain insurability.

Establish and maintain effective working relationships with staff, contractors, and public agencies.

EMPLOYMENT STANDARDS

Minimum Requirements:

Two years of directly related experience in skilled technical work and safety inspection, including conducting safety audits and preparing recommendations for compliance with regulations pertaining to occupational safety.

CPR and First Aid Certification or ability to obtain within six (6) months of employment.

Desirable Qualifications:

A Certified Safety Professional (CSP) certificate.

OSHA 30-hour General Industry or Construction Safety Certification.

CAL/OSHA Safety or Health Specialist Certification.

Written and oral proficiency in a second language.

LICENSE OR CERTIFICATE

Possession of a valid State of California Class C driver’s license. Also, the ability to be insured at standard vehicle liability and property damage insurance rates and maintain insurability.

WORKING CONDITIONS

Physical Abilities:

Employees in this classification must be physically and mentally able to perform the essential duties of the position without hazard to themselves or others.

These include but are not limited to:

Sitting, standing, kneeling for extended periods of time.

Walking over rough and uneven surfaces in construction areas.

Ability to work safely at heights, including the use of ladders, scaffolds, scissor lifts, and other related equipment.

Accessing rooftops and confined spaces safely.

Lifting, carrying, pushing and pulling objects weighing up to fifty (50) pounds.

Driving vehicle between work sites to conduct work.

Seeing to read a variety of documents.

Hearing and speaking to exchange information.

Dexterity of hands and fingers to operate tools, equipment and a computer keyboard.

Working Environment:

Employees in this classification may work indoors or outdoors in varying temperatures; with sharp objects, dust, chemicals, odors, machinery with moving parts, moving vehicles; in direct contact with the public, other District staff; and in the absence of direct supervision.

Work Schedule:

Incumbent may be required to work a shifting workweek. Workweek will include five (5) consecutive days that may start and end on any day of the week. Emergencies may require performing work at night, on weekends, and on holidays. Occasional overtime work may be required.
