General Role Description
Develop and lead a talent acquisition function capable of enabling company management to efficiently identify and select high quality candidates to achieve the Company’s business goals and objectives
Role Accountabilities
– Develop and execute strategic talent acquisition plans to identify and attract a qualified candidate pool, in collaboration with management and other HR disciplines
– Build and lead a team of committed and capable employees to ensure successful execution of talent acquisition strategies across the company
– Develop and drive recruiting marketing strategy, in collaboration with talent acquisition team and other stakeholders
– Develop and manage an interactive process with managers to provide market insights and education and to maintain knowledge of business operations and drivers, workforce needs, alignment on position, business impact, and expectations
– Connect external employment market conditions with internal workforce demands to ensure proper pipelines of talent are identified early to fill critical business needs
– Leverage social platforms to strengthen the talent pipeline and targeting of passive candidates
– Facilitate negotiations and execute contracts with external recruiters, in collaboration with internal and external legal resources, as applicable
– Assess applicant and candidate knowledge, skills, experience, work values and preferences, capability, and cultural fit to recommend qualified candidates to hiring managers for assigned positions
– Ensure effective relationships with candidates throughout the recruiting process to maintain candidate engagement for current and future job opportunities
– Establish and maintain a successful methodology to assess overall requisition health to ensure timely communications and effective candidate engagement, and to reduce risk to the business
– Ensure a thorough and efficient offer approval process via effective information exchange with appropriate management
– Optimize recruiting technology platforms to drive accuracy of candidate records, activity status, and provide regular reports to management
– Identify and actively participate in associations and societies to further expand and diversify the Company’s candidate pool
– Develop, analyze, and maintain regular and accurate recruitment data extracts and reports, and provide executive summary to support decision making, using available business tools
– Utilize metrics to drive business solutions to add value, optimize candidate quality and manage cost
– Establish feedback channels and alignment protocols with hiring teams and department leaders to optimize time-to-fill while guarding integrity of process and promoting high quality of candidates
– Facilitate training regarding interviewing practices, search compliance, and employment law as applicable
– Ensure compliance with legal and regulatory requirements throughout the recruitment process
– Consult with and advise managers, and others, as applicable on talent acquisition business and recruitment process
– Provide consultative, administrative, and technical guidance in the development and implementation of talent acquisition plans and other HR programs, as applicable
– Identify, develop, recommend, implement and update methods and materials to improve recruitment and communication
– Develop effective and collaborative relationships with internal and external clients, suppliers, domestically and internationally, to secure resources and deliver effective talent acquisition solutions with enable and drive business results
– Monitor and report on human resource trends, best practices, and legislative issues and changes to management

Requirements
Minimum Qualifications
– Bachelor’s degree in HR, business, or related field, or equivalent via education and/or work experience
– 10 years’ full cycle recruiting experience in a corporate environment, professional and technical recruiting setting
– Proficiency in a variety of sourcing channels and techniques for hard-to-fill positions
– Demonstrated use of keen business acumen to develop, implement, measure, and continuously improve effective programs and processes in talent acquisition
– Demonstrated knowledge of applicable legislation and regulatory guidelines, and their impact on HR and other business processes
– Demonstrated knowledge and application of HR operational policies, procedures, and practices
– Demonstrated passion for excellence and taking initiative
– Demonstrated skills in independent decision-making, influencing, negotiating, and analytical and creative problem-solving; sound business judgment; and the drive to achieve results
– Demonstrated success developing, implementing, measuring, and improving effective programs in an HR functional area
– Demonstrated success leading teams to achieve business goals and objectives
– Working knowledge of an ATS
– Working knowledge of recruiting platforms, technologies, and networking tools
– Demonstrated effective relationship management skills with demonstrated experience establishing credibility and partnering with leaders to identify talent gaps, needs, risk, and plans for actions
– Demonstrated successful working relationships with clients, suppliers, and other internal and external contacts
– Demonstrated successful and positive personal leadership, interpersonal, organizational, administrative, and communication skills
– Demonstrated continuous improvement in areas of responsibility
– Proficiency in MS Office
– Availability to travel, domestically and internationally, less than 10%
Preferred Qualifications
– 4 years’ experience recruiting in oil and gas, metals, port solutions, renewable energy, and/or general industries
– Demonstrated experience supporting diverse employee base spanning multiple geographic locations, domestically and internationally, in best-in-class environment
– Demonstrated success in human resource functional accountability for global, high growth, engineering services organization or industry served by the Company
– Experience in a business with foreign ownership, preferably Japanese
– Experience with Requisite Organization principles
– SPHR, SHRM-SCP, PHR, SHRM-CP, or GPHR
