First Street North Launch Manager (Temporary Part-Time)
Location: Hybrid – LTSC Casa Heiwa Office & Remote
Compensation: $65-75/ hour non-exempt, DOE
Hours: Part-time, temporary non-exempt position anticipated to work approximately 10 to 15 hours per week. Benefits eligibility, if any, will be determined in accordance with LTSC policy and applicable law. This position is established for a defined project period and scope of work and is not intended to transition into a permanent role.

Background:
For over 45 years, Little Tokyo Service Center (LTSC) has provided a safety net of social welfare and community development services to empower people and communities in need. LTSC provides culturally and linguistically appropriate services to the Japanese American community in the Southland, builds multi-family affordable housing projects to uplift low-income neighborhoods of color throughout Los Angeles, and promotes equitable development and cultural preservation in the Little Tokyo neighborhood.

Position Overview
As LTSC approaches the final stages of the FSN project, the FSN Launch Manager role is central to ensuring both a successful project completion and a strong foundation for ongoing operations. This is a temporary, part-time engagement expected to last approximately 12 months, with a defined scope of work, deliverables, and no expectation of transition into a permanent role.
The FSN Launch Manager will lead agency-wide coordination across multiple program areas to ensure a seamless and fully operational building launch. Sitting at the center of the FSN Interdepartmental Working Group, this role drives the transition of FSN from a capital project into a fully functioning, integrated model – one that brings together housing, direct services, community engagement, and economic development within a single, community-controlled asset. This means aligning departments, clarifying workflows, and resolving gaps in roles and responsibilities to ensure that housing, services, operations, and community-facing components function as an integrated system both before and after opening.
The FSN Launch Manager will work closely with members of LTSC’s Executive Management Team and cross-departmental leaders to ensure the planning, systems, and structures needed for day-to-day operations are in a state of readiness at launch and beyond – helping to solidify LTSC’s leadership in delivering innovative, cross-sector, community-centered developments.

The FSN Launch Manager will be responsible for working directly with program leads for the following LTSC teams to ensure alignment and coordination of FSN operations.

Duties & Responsibilities
Coordination of the FSN Interdepartmental Working Group:
- Create structured meeting agendas and co-facilitate working group coordination meetings with Deputy Executive Director & Director of Community Building & Engagement
- Manage the FSN Interdepartmental Working Group to support coordinated project execution
- Collaborate with above list of program staff to surface and troubleshoot challenges and ensure alignment
- Work with individual program areas to support development of detailed implementation timelines
- Assess and recommend staffing structures based on holistic operational needs of the integrated model
- Identify, escalate, and help resolve project risks and operational gaps, maintaining both high-level oversight and attention to detail
Administrative Support for the Working Group
- Develop and maintain the overall project timeline, including identification of critical path items
- Design and implement tracking mechanisms to monitor progress, accountability, and deliverables
- Oversee development of key operational work products, including Operations Manuals and Standard Operating Procedures
Reporting to the EMT
- Prepare, synthesize, and present project updates in clear, accessible formats for EMT and other stakeholders (utilizing multiple reporting tools as needed)
- Advise senior leadership on risks, priorities, and strategic decisions to problem solve and maintain thoughtful and timely progress on the project
Key Milestones
- Create internal decision-making matrix which delineates decision making responsibilities for various aspects of the project.
- Create internal mechanism to track project timelines and milestones for various aspects of the FSN project (construction, social services, resident services, Retail lease-up, asset management handoff, operations)
- Create operations manual which details compliance responsibilities, SOPs between project stakeholders, staffing plan for different project aspects, and staffing budgets

Qualifications and Experiences:
Required
- 10+ years of experience in project management, operations, or a related field, preferably within a nonprofit, community development, or social services context
- Demonstrated ability to coordinate highly matrixed, complex, multi-stakeholder initiatives across departments or program areas
- Prior experience supporting mixed-use or community-centered development projects from planning and conception through launch, operational readiness, and execution
- Experience building or implementing operational systems, workflows, and accountability structures in a dynamic organizational environment
- Strong facilitation and problem-solving skills, with the ability to identify gaps, align stakeholders, and drive decisions across teams
- Excellent written and verbal communication skills, including the ability to translate complex information for diverse audiences
- Ability to work independently, manage competing priorities, and deliver results within a defined scope and timeline
- Proficiency with project management tools and collaborative platforms (e.g., Asana, Monday.com, Google Workspace, or equivalent)
Preferred
- Familiarity with affordable housing, supportive services, or community-controlled real estate development
- Experience working within or alongside an interdepartmental or cross-functional working group
- Knowledge of community development principles and practices, particularly in underserved or historically marginalized communities
