Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking an Assistant Representative (Director) for the International Advocacy team to support its international efforts.

The primary job of the position will be to work with the PhRMA Japan Representative and other colleagues to drive government affairs policy and advocacy for PhRMA Japan. In this capacity, the successful candidate will identify emerging threats and opportunities and help develop plans to proactively shape the association’s advocacy. The position has a strong external component, working closely with member companies and other local associations, and representing the industry in meetings with government officials and stakeholders.

This position is located in PhRMA’s Tokyo, Japan office.

The Assistant Representative (Director) will:

• Collaborate with PhRMA colleagues, local company representatives and local associations to identify key issues that could impact the industry in Japan.
• Support the development and implementation of PhRMA advocacy plans and materials in Japan, including engagement with government officials and stakeholders.
• Lead PhRMA Japan committees as assigned (e.g., set up regular meetings, facilitate committee activities, facilitate reporting to the Japan-Based Executive Committee (JBEC), etc.).
• Support the broader work of PhRMA Japan, including developing agendas for JBEC meetings and strategy sessions, developing materials and communications, and supporting visits by senior executives to the market.
• Perform other duties as required.

The preferred candidate will have a background in drug development, regulatory affairs, and advocacy expertise, along with a strategic mindset, and be an organized, detail-oriented self-starter with excellent communication skills and the ability to convey complex content in an audience-appropriate and compelling manner.

Demonstrated consensus building among internal and external stakeholders, decision-making, and interpersonal skills are essential. This is a highly visible, fast-paced position that is both internally and externally facing. Accordingly, the successful candidate should be adaptable, able to reprioritize and shift gears quickly, comfortable in a high-pressure environment, and be politically savvy, diplomatic, and responsive.

Professional Experience / Requirements

• 6+ years of government affairs experience in Japan. Knowledge of the healthcare sector is desired but not essential.
• Knowledge of how to develop policy positions and relevant materials in a manner that is persuasive to multiple audiences.
• Ability to anticipate emerging public policy issues in Japan and related risks that could impact a highly complex, regulated industry.
• Excellent verbal and written communication skills.
• Ability to build relationships and influence in a variety of settings, including with member companies, policymakers, and other stakeholders.
• Adaptable and comfortable working as a team-player in a busy international environment.
• Results-oriented and able to quantify results in measurable terms.
• Integrity and commitment to ethical behavior.
• Fluency in Japanese (native-level) and English proficiency is essential.
