About Us:
Tidewater Inc, is seeking a Senior Project Lead to manage high-visibility healthcare construction and modernization projects at Tripler Amy Medical Center in Hawaii. This role supports the Defense Health Agency – Facility Enterprise (DHA-FE) by delivering full lifecycle project management for the 15th Medical Group’s infrastructure and facility needs. You’ll act as the on-site subject matter expert, coordinating with military and civilian stakeholders to ensure timely, compliant, and successful project outcomes.
Tidewater was founded in 1983 as an industrial hygiene (IH) and environmental consulting services provider in Baltimore, Maryland. Today, Tidewater has over 140 employees performing work across three divisions involving environmental consulting, facilities, and construction. Our environmental division includes consulting, remediation, radiological, and IH service lines. Tidewater is headquartered in Elkridge, Maryland. We currently have eight offices throughout the United States including California, Ohio, Tennessee, and Pennsylvania with additional personnel working in Japan, Kenya, and Germany. Our business spans over 75 multi-year government contracts and an average of 1,000 projects annually for Federal, State, municipal, and commercial clients worldwide.

Tidewater’s IH Service Line has been a key component of the business since the beginning, providing lead, asbestos, and mold assessments; hazardous material surveys; abatement monitoring; indoor air quality testing; drinking water surveys; worker exposure assessments; Leadership in Energy and Environmental Design (LEED) Pre-Occupancy testing; and compliance audits for a variety of clients. Key IH Service Line clients include U.S. Department of Housing and Urban Development, local agencies including Baltimore, Prince George’s, Ann Arundel, Howard counties, City Government, Educational Institutions, and Private Clients (construction firms and architectural firms). Our IH group is comprised of multi-disciplinary staff (CIH, Certified Safety Specialists, Environmental Scientists, etc.) with requisite professional, state, and local certifications.

Responsibilities Include:
- Oversee project management for military medical facility renovation and construction.
- Serve as the DHA/FE liaison to the Medical Treatment Facility (MTF) at Misawa and provide technical expertise.
- Lead planning, budgeting, scheduling, and execution of assigned projects.
- Prepare scopes of work, performance work statements (PWS), cost estimates, and contract documentation.
- Coordinate with stakeholders such as Base Civil Engineering, Safety, Fire Department, and Environmental offices.
- Conduct site inspections, quality assurance checks, and ensure safety compliance.
- Support LEED certification and sustainable design practices.
- Manage RFIs, change orders, design reviews, and transition planning.
- Ensure accurate closeout processes, documentation, and system commissioning.
- Present project updates to DHA/FE leadership and contribute to strategic facility planning.

Requirements:
- Bachelor’s degree in Construction Management, Architecture, Engineering, or Facilities or 10+ years of relevant healthcare facility project management experience in lieu of a degree.
- Minimum of 8 years of combined experience in project management and medical facility design (if degreed).
- Active certification from a recognized professional organization (e.g., PMI, CMAA, ASHE, AIC, NCEES).
- Familiarity with DoD healthcare facility standards, policies, and documentation.
- Experience with U.S. military or federal medical construction projects.
- Knowledge of DHA-FE criteria, MIL-STD 1691, and UFC 4-510-01.
- Familiarity with government systems such as ProjNet and DMLSS.
- Ability to speak Japanese is a plus.
