Job Title: Bilingual Project Manager (Japanese & English) – Sponsored Repo Enablement & SEC Regulatory Compliance

Role Overview

  • We are seeking a highly skilled Japanese and English bilingual Project Manager to support SMBC AD’s Sponsored Repo Enablement Program. The successful candidate will provide structured project delivery governance for process and system changes required to achieve compliance with SEC regulatory requirements effective December 31, 2026, and enable Sponsored Repo activities within the applicable regulatory timeline.
  • The Project Manager will lead and coordinate activities across multiple business entities, stakeholders, and technology platforms, ensuring successful execution of Phase 1 and Phase 2 workstreams, which may run in parallel with independent scope, deliverables, and timelines.

Key Responsibilities

1. Basic Design & Development Management (Client Systems and OBS Integration)

  • Lead and govern requirements gathering and consolidation activities for Basic Design, ensuring alignment with SEC regulatory requirements and internal business and control frameworks.
  • Facilitate cross-functional and cross-entity collaboration between Client, OBS, and business stakeholders.
  • Coordinate, document, and manage approval processes for integration design decisions and system changes.
  • Oversee development execution against approved project plans, schedules, and milestones.
  • Coordinate environment readiness, system access provisioning, and test data preparation.
  • Enforce project governance standards, quality gates, acceptance criteria, and Definition of Done (DoD) requirements.
  • Monitor project risks, issues, dependencies, and escalation processes to ensure timely resolution.

2. Testing, Release & Go-Live Management

  • Govern and coordinate Quality Assurance (QA) and User Acceptance Testing (UAT) activities.
  • Review and obtain approval for test strategies, test plans, and traceable test cases.
  • Manage defect governance processes, including issue tracking, prioritization, and resolution monitoring.
  • Plan and coordinate migration, deployment, and production release activities.
  • Provide governance oversight for production cutover execution and post-go-live stabilization.
  • Ensure stakeholder alignment and readiness for production implementation.
  • Prepare and facilitate go-live readiness reviews and sign-off processes.

Required Qualifications
Japanese and English communication skills (spoken and written).

  • 5+ years of experience as a Project Manager delivering large-scale regulatory, financial services, or capital markets initiatives.
  • Strong understanding of SDLC, system integration, testing, release management, and project governance methodologies with hands-on experience of more than 8 years in any capacity.
  • 5+ years of Experience coordinating cross-functional teams across business, operations, compliance, and technology organizations.
  • Demonstrated experience managing QA, UAT, migration, and production deployment activities.
  • 5+ years of Experience with regulatory compliance programs and financial market infrastructure projects is highly desirable.
